Yes, you can make a verbal offer on any home for sale in the Columbus area. The Agent representing the Seller is obligated to present all offers, written or verbal, ludicrous or authentic, to the Seller.
The seller could accept your verbal offer and you could be in contract. In Ohio, however, the contract will not be binding or enforceable until it is writing and signed by both parties.
